Which regions will secure the biggest industrial projects?

26 Jun 2023

Miekinia is to be home to Poland’s largest foreign investment project ever. Intel announced in mid-June that the town was selected as the site for a semiconductor assembly and test plant.

Dolnoslaskie with Intel in the lead

Intel’s total capital expenditure in Miekinia, a town in the Wroclaw area, is expected to amount to $4.6bn (PLN 19bn). The amount of public aid that the US-based investor obtained has not been revealed. The project is in the preparation stage, and the construction will begin as soon as the EU has given its approval. Intel’s representatives expect that construction work can start in 2024 and be completed in 2027. The plant will help meet critical demand for semiconductor assembly and test capacity, which Intel expects to take place after 2027.

The Lower Silesian region will witness the strongest investment activity and the highest value of manufacturing projects planned thanks to the Intel project and several other major projects, including an electric-only vans plant in Jawor planned by Mercedes Benz (PLN 6.1bn) and a heat pump plant in Dobromierz planned by Bosch (PLN 1.2bn).

Slaskie bets on electromobility

The Slaskie voivodship comes second, with plans to pursue a wide range of projects, including the Izera car factory (Jaworzno), a Weglokoks steel plant (Ruda Slaska), a Giga PV cells plant (Raciborz), the LG Chem electric car battery plant (Gliwice).

Regarding the long announced but still not yet started construction of the Polish electric cars plant in Jaworzno initiated by the Polish government (the symbolic start of the project was scheduled for 2021), ElectroMobility Poland and the State Treasury signed in December 2022 an annex to the July 2021 investment agreement, whereby the State Treasury’s financial contribution to the project was doubled. The additional funding was raised from the original PLN 250m to PLN 500m. The construction cost of the plant is estimated at around PLN 6bn.

Another project in the Silesian region that the government advocates is the first power battery cell plant in Jastrzebie Zdroj, which is planned to be located at the site of Spolka Restrukturyzacji Kopaln. The facility will manufacture 0.5-50 kWh batteries. The ground-breaking project was announced by the Slaskie Magazyny Energii foundation. The Parliamentary Team for Power Engineering and Energy and Mining Transition in Poland stands behind the Jastrzebie initiative.

Pomerania may win the green race

It was just a few years back that the automotive industry would traditionally attract the largest projects involving the construction of production facilities. Recent years were marked by the development of electromobility investment projects. As of late, the Intel project, as well as several other major projects, both ongoing and planned (data centres and renewable energy projects, such as heat pump plants, PV cell plants or wind farms), have established a modified sectoral structure of investor. The Pomorskie voivodship is a good example in question, with several wind turbine tower plants and other wind farm components in the planning stage. Investors interested in projects of that kind in the Pomorskie region include GRI Renewable Industries, Windar Renovables, and Mostostal Warszawa.
