Offshore wind energy is a strategic direction of the energy transition, strengthening energy security and acting as a stimulus for Poland's economic development. According to the Spectis report, "Power and industrial construction in Poland 2026-2031", a clear acceleration in the contracting of the first elements of the broadly defined offshore sector has been observed in the construction market since 2023. Although domestic construction companies will not be directly involved in the installation of the Baltic wind farms due to a lack of experience, they will be key contractors for various accompanying investments, including both hydrotechnical and building construction projects.

Preparations for the implementation of the first offshore wind farms

Poland's Energy Policy until 2040 indicates that the installed capacity in offshore wind energy will reach 5.6 GW in 2030 and up to 11 GW by 2040 (and even 18 GW in the planned update of the programme). The total potential of the Polish Exclusive Economic Zone of the Baltic Sea is estimated at up to 33 GW. The projects will be developed in the Polish zone of the Baltic Sea, in the areas of Slupsk Bank, Middle Bank, and Oder Bank. The first offshore wind farms will start generating power in 2026. The estimated value of the investments will amount to approximately PLN 130-150bn.

As of Q2 2026, eighteen offshore wind farm projects for which location permits have been issued are underway: six under the first phase of the support system and twelve under the second phase. In March 2026, PGE finalised the acquisition of the FEW Baltic II project from RWE and merged it with the Baltica 9 project, creating Baltica 9+ with a capacity of approximately 1,325 MW.

First offshore installation works contracted

In Q4 2023, the Orlen group, in cooperation with Northland Power, began the construction of the first offshore wind farm, Baltic Power, with a capacity of 1,200 MW. The offshore installation of foundations lasted from January 2025 to February 2026. In July 2025, the first of 76 Vestas wind turbines, each with a capacity of 15 MW, was installed. The international group Van Oord, which already has experience in the Polish market, is responsible for the transport and installation of the completed components, while a consortium of General Electric Poland and Enprom will be responsible for the design, construction, and delivery of the necessary components for the onshore substation. The total value of the investment will amount to approximately PLN 17bn.

Meanwhile, the BC-Wind project, with a capacity of up to 390 MW, is planned approximately 23 km north of the Choczewo and Krokowa municipalities. In July 2025, the company selected Siemens Gamesa as the supplier of the offshore wind turbines. The scope of the agreement covers the delivery of 26 wind turbines with a unit capacity of 14 MW. Onshore construction works will commence in 2026, encompassing the design and construction of an electrical substation and an onshore cable route, carried out by the Polish company P&Q. Electricity will be transmitted to the onshore substation via cables designed and installed by Tele-Fonika Kable. The installation and commissioning of the turbines are scheduled for 2028. The estimated value of the investment is nearly PLN 5bn.

Offshore projects of the PGE group

PGE holds the largest portfolio of offshore wind farm projects in Poland. In January 2025, the Group made the final investment decision for the Baltica 2 project. By May 2026, the first foundations had already been installed, thus the project entered the crucial phase of offshore installation works. The farm, with a planned capacity of 1,498 MW, is scheduled to be commissioned in 2027. The total project budget, including capital expenditures in the development and construction phases as well as operating costs during the construction phase, is estimated at around PLN 30bn. Turbine installation is scheduled for early 2027. Van Oord was selected for the transport and installation of monopiles, GE Vernova and Polimex Mostostal for the construction of the onshore connection, and Boskalis for laying and connecting the cables. The next stage of the Baltica Offshore Wind Farm is the Baltica 3 project with a capacity of approximately 1,045 MW, which will be completed by 2030. The combined investment value of Baltica 2 and Baltica 3 is about PLN 50bn. Subsequently, after 2030, the Baltica 1 wind farm, with a capacity of 896 MW, will join the group's portfolio. According to its strategy, the PGE Group will build at least 6.5 GW of installed generation capacity using offshore technology by 2040.

Ports and terminals as the foundation for offshore wind energy development

In June 2025, Poland's first offshore wind installation terminal - and one of the most modern in Europe - was launched at the port of Świnoujście. It will serve as a hub for cable lines transmitting electricity from offshore substations located nearly 30 km away. The Świnoujście Offshore Terminal features two quays: quay no. 1, which is 250 m long and intended for unloading incoming components, and quay no. 2, which is 246 m long and designed for loading pre-assembled turbines. Their parameters will allow them to accommodate very heavy, oversized cargo and facilitate the pre-assembly of wind turbine towers over 100 m high and weighing approximately 1,000 tonnes each. The construction of the port consumed over PLN 250m. The contractors were Budimex (the onshore part) and Porr (the hydrotechnical part). The target installation capacity of the Świnoujście terminal is up to 80 turbines per year.

The second project is the T5 terminal, which is being developed in the waters of the outer part of the Baltic Hub in Gdańsk. The construction of the 21-hectare investment commenced in Q4 2024. The length of the transhipment quay will be 800 m, and the water depth at the berth will be 17.5 m, which will allow the mooring of installation vessels and supply ships for offshore terminals with a total length of up to 170 m. The total project cost is nearly PLN 1.18bn, including over PLN 0.9bn in funding from the National Recovery and Resilience Plan (KPO). The main contractor is NDI. The completion of the investment is planned for Q3 2026. The project is being prepared mainly to support the execution of the Baltica 2 and 3 wind farms, which are being developed by PGE together with the Danish company Ørsted.

Another group of investments related to offshore wind energy will be service ports. The planned projects of this type include ports in Łeba, Władysławowo, Darłowo, and Ustka. To serve the planned BC-Wind farm, the Władysławowo service port will be established and should be ready in 2027.

Ustka will host an operation and maintenance base for the offshore wind farms of the PGE Group and Ørsted. Construction works have already begun, and the base will be completed in Q4 2026. A service port will also be built in Ustka to handle the investments of the RWE group.

The construction of the service port in Łeba started in January 2024 and concluded in February 2025. The base serves the Baltic Power project implemented by Orlen and Northland Power. A service base for the investments of Equinor and Polenergia will also be built at the Port of Łeba. It will serve the Bałtyk 2 and Bałtyk 3 wind farms. The construction of the base is scheduled for completion in early 2026.

At the port of Darłowo, Korporacja Budowlana Doraco is the contractor for two investments. The reconstruction of the breakwaters has been ongoing since March 2025. Furthermore, at the beginning of August 2025, the company signed an agreement with the City of Darłowo for the modernisation and expansion of hydrotechnical facilities at the Seaport in Darłowo to meet the operation and maintenance needs of offshore wind installations. The combined value of the contracts is PLN 123m, and the works will continue until the end of 2026.

In early 2026, Orlen entered into a reservation agreement with the Kołobrzeg Seaport Authority. This agreement covers the reservation of land at the Kołobrzeg Seaport, which will enable the preparation of a service port to handle another offshore wind farm developed as part of the second phase of offshore wind energy development - Baltic West. Baltic West is a project encompassing four concessions in the area of the Oder Bank: locations 14.E.1 and 14.E.2, owned by subsidiaries of Energa Wytwarzanie, and 14.E.3 and 14.E.4, owned by subsidiaries of Orlen Neptun.

A rising wave of production investments in the offshore sector

In May 2024, the City of Szczecin signed a letter of intent with the Spanish company Windar regarding the construction of a facility producing offshore wind towers. One of the leading global players in the renewable energy sector had considered various locations, but ultimately decided to open its first Polish factory in Szczecin. This is undoubtedly a significant project for the development of offshore wind energy in the West Pomeranian Voivodeship. The plant is being built within the boundaries of the Szczecin Seaport. The venture, whose value is estimated at over PLN 600m, includes the construction of production halls with four production lines, a storage yard, and auxiliary buildings. The contract with the contractor (Porr) was signed in December 2024, and the start of production is planned for 2027.

The offshore sector is also investing in production facilities in the Pomeranian Voivodeship. An offshore wind tower production plant has been built on Ostrów Island in Gdańsk. The investor is Baltic Towers, a company established by the Industrial Development Agency and the Spanish company GRI Renewable Industries, and the general contractor is Erbud. The net contract value is PLN 358m. By November 2026, the plant is expected to reach its full production capacity - over 150 wind turbine towers per year.
